Under general direction of the Finance Division Manager (Purchasing), the Contracts Manager provides general supervision over division Office Support and Purchasing Specialist staff. Responsibilities include the development and implementation of division contract templates, quality control, contract training, and maintaining the electronic contract management systems. Coordinating contract activities with other departments, including oversight of contract instruments. Assist in administering operational procedures governing the procurement functions related to contracts consistent with all applicable laws, policies, and rules.

Experience preparing contract templates. Demonstrated experience in contract negotiation and negotiating techniques Competence in state and federal procurement statutes, rules, and procedures. Experience in utilizing Oregon OAR’s, and ORS’ (such as Federal Uniform Guidance CFR 200) and related policies and procedures Experience monitoring staff compliance
Minimum Qualifications

Bachelor’s Degree in Business or Public Administration, Business Law, Finance, Purchasing, Supply Chain Management, or related area (Note: Relevant experience may substitute for the degree requirement on a year-for-year basis)Three (3) years of progressively responsible experience in public purchasingExperience must include management-level supervision of employees (including assignment of duties, employee assessment, employee discipline, etc)
