Position Summary

We invite you to join Portland Community College and our Payroll Department at the Sylvania Campus location. In this position, you will be part of a diverse team of payroll professionals who contribute in many ways to the success of each team member, the Payroll Department, the Financial Services Division and the College community.

In addition, you will handle a broad range of payroll-related accounting, auditing and reconciliation activities in support of accurate and timely payroll processing. You will investigate and analyze system, process or transaction issues for resolution and process improvement recommendations. You will also handle sensitive and confidential information ensuring compliance with College policies, union contract agreements, and State and Federal legal requirements. This work is critical to the ongoing growth and success of the Payroll Department and the Financial Services Division.

Candidate Profile

  • Has significant related accounting experience.
  • Has a background in GAAP (Generally Accepted Accounting Principles) and applying those principles to payroll processing and audits.
  • Has a strong background in complex ERP systems.
  • Has experience developing and preparing comprehensive reports, analyses and forecasting.
  • Has experience reconciling payroll-related general ledger accounts,payroll taxes and bank reconciliations.
  • Investigates and resolves complex requests for information, data and reports.
  • Has experience with Local, State and Federal Tax Compliance  Requirements including reconciling
  • Payroll Tax Reports and preparing appropriate filings.
  • Has strong written and verbal communication skills.
  • Ability to work collaboratively with the Payroll team.
  • Skill in effectively working with a broad spectrum of employees in coordinating payroll data and actions.
  • Experience working effectively with diverse academic, cultural, and ethnic backgrounds of community college students and staff.

Minimum Qualifications

To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).

Bachelor’s degree in business administration or related field (relevant experience may substitute for the degree requirement on a year-for-year basis).

Two (2) years of progressively responsible experience working in governmental, municipal, fund accounting, or payroll accounting.

Preferred Qualifications

  • Experience with Ellucian Banner ERP system or equivalent ERP system.
  • Experience with Workday and/or ADP SmartCompliance
    In-depth experience processing large, complex payrolls
  • High proficiency in Excel and data report writing.
  • Experience with Workers’ Compensation and 3rd party disability payments.
  • Familiar with payroll accounting data analytics.
  • Experience in developing and recommending process improvements and documentation
  • Certified Payroll Professional.
  • Experience working with Oregon PERS EDX system.

Position Grade II
Starting Salary Expectations Minimum $72,776 to range midpoint of $89,151. Placement will generally not exceed the mid-point, based on qualifications, experience, and internal equity.

Working Conditions and Physical Requirements This job operates in a professional business office environment on a PCC campus. While performing the duties of this job, the employee is regularly required to maintain a stationary position for long periods of time (sitting or standing); communicate with employees, partners, and stakeholders; and operate a computer to develop work products, communicate, and carry out responsibilities. Occasionally the employee is required to move around the campus to attend meetings, access items, and utilize equipment, and, rarely, move or transport items up to 10 pounds. Ability to provide own transportation to and from campuses and/or offsite functions may be required.
