Position Summary

The Student Conduct and Title IX Investigator (focus areas: Student Conduct & Title IX) reports to the Director of Student Conduct and Community Support & Title IX Coordinator. This position plays a crucial role in upholding the integrity and values of the institution by investigating student conduct violations, including Title IX-related matters, and ensuring compliance with institutional policies. The ideal candidate will approach their work with compassion, balancing patience with a sense of urgency, while fostering a diverse, inclusive, trauma-informed, and equitable community. In this fast-paced environment, the individual must be responsive to student well-being and behavioral concerns and contribute to a positive and safe campus environment.

This position is part of the Division of Student Conduct and Community Support, which encompasses the college’s expectations of students via the Student Code of Conduct, student support and wellbeing case management (CARE), the PCC’s behavioral interventions team (CARE Team), Benefits Navigation, Title IX, Harassment/Discrimination, Appeals/Complaints/Feedback, and Freedom of Expression. The Student Conduct and Title IX Investigator will work across all campuses and centers to support these functional areas and provide comprehensive support to students. This position is essential to the success of the Division of Student Conduct and Community Support and contributes directly to the overall safety, security, and well-being of the campus community. The ideal candidate will bring a compassionate, responsive approach to their work, while also ensuring that institutional policies and procedures are followed with fairness and equity.

Candidate Profile

Key Responsibilities:

  • Investigate allegations of student conduct violations, including academic misconduct, harassment, discrimination, and sexual misconduct, ensuring due process and adherence to college policies and legal requirements.
  • Lead the response to student behavioral concerns and well-being issues, addressing them with a balance of compassion, urgency, neutrality, and fairness.
  • Conduct interviews, gather evidence, analyze relevant information, coordinate and facilitate student conduct hearings, and manage the investigative process while ensuring students' rights are upheld, and privacy is maintained.
  • Maintain accurate records of investigations, hearings, and outcomes, and prepare written reports, summaries, and recommendations for resolution.
  • Respond to incidents and ensure timely and accurate reporting and resolution by collaborating closely with the Title IX Coordinator, Outreach Advocacy Project, Public Safety, and other campus support services.
  • Promote educational initiatives and provide training to faculty, staff, and students on topics related to student conduct, Title IX, and campus safety to support the division's efforts to build a diverse, inclusive, trauma-informed, and equitable campus community.
  • Assist in the development and maintenance of the Student Code of Conduct, student harassment and discrimination policies, and other related procedures to ensure alignment with best practices and legal standards.
  • Engage with student support teams, such as the CARE team and Benefits Navigator, to assist in the holistic support and well-being of students across campuses and centers.
  • Ensure compliance with relevant college policies and state and federal regulations such as Clery Act reporting and other campus safety protocols.
  • Provide guidance and support to students, faculty, and staff involved in the conduct process, including educating them about student rights and expectations.
  • Collaborate with various campus departments to ensure the implementation of policies related to student conduct, safety, and well-being.
  • Stay current with developments in student conduct, legal matters, and higher education best practices to ensure the effective and equitable handling of conduct cases.

Minimum Qualifications

To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).

  • Bachelor’s Degree in Education, Psychology, Counseling, Administration, Social Work, or other related field. Three (3) years of experience in behavioral counseling, mental health, college counseling, residential life, college judicial services, Title IX lead investigating, or related experience in a postsecondary environment.

OR 

  • Bachelor’s Degree in any field AND five (5) years of experience in behavioral counseling, mental health, college counseling, residential life, college judicial services, Title IX lead investigating, or related experience in a postsecondary environment.

OR 

  • Seven (7) years of experience in behavioral counseling, mental health, college counseling, residential life, college judicial services, Title IX lead investigating, or related experience in a postsecondary environment.

Knowledge, Skills, and Abilities

Knowledge of:

  • Effective case management techniques;
  • College policies and procedures for dealing with at-risk students and conduct cases;
  • FERPA and applicable laws and regulations;
  • Title IX and Oregon Sexual Harassment policies;
  • Best practices in student conduct and behavioral intervention;
  • Services provided by various community-based organizations;
  • Student development and student retention theories;
  • Training methods.

Skills in:

  • Problem-solving, mediation, and conflict resolution techniques;
  • Operation of a computer and various supporting software packages;
  • Gathering data and assessing outcomes;
  • Facilitating training;
  • Assisting students in crisis;
  • Working with diverse academic, cultural, and ethnic backgrounds of community college students and staff.

Position Grade 5
Starting Salary Expectations Initial Salary Placement will be between Step 1 ($71,174) and Step 3 (76,243) based on related experience, per PCC's collective bargaining agreement.
Position Grade Salary Range $71,174.00 to $123,415.00, Annual Salary

Additionally, PCC provides a tuition waiver for courses offered at PCC for yourself, domestic partner, and dependent children under 24 years of age; plus partial tuition reimbursement for yourself at other accredited institutions. 
* Please note: Temporary Full-Time Faculty are not eligible for Personal Leave Days, Life Insurance, Long-term Disability, or AD&D Insurance.

Paid Leave:
1 day of sick leave for every 18 days worked (~10 per year)
21 hours of additional personal leave per year
4 paid holidays (which occur during the term you are teaching)

Working Conditions and Physical Requirements Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. May involve limited local travel. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily.
