Position Summary

This is a temporary Bond-Funded position, current funded through June 30, 2033.

 

The Office of Planning & Capital Construction is seeking a full time temporary Buyer Contract Specialist (BCS) the P&CC Purchasing Unit.   This position provides primary support for Planning, Design and Construction procurements. It also acts as a backup to the teams second BCS who focuses on IT, Security, Equipment, and Furniture procurements. Work location will be at the Capitol Park Building. This position is currently hybrid with office attendance required on Tuesdays and Thursdays.

Duties will include

  • Preparing Request For Proposal's (RFP) and Invitation to Bid (ITB) using P&CC templates
  • Managing the procurement process lifecycle from the request from a project manager to the final execution of the contract
  • Posting procurement documents and being the point of contact for vendor questions
  • Preparing contracts using PCC templates including approved American Institute of Architects (AIA) contract templates
  • Issuing task orders against price agreements
  • Reviewing change proposals against the contract
  • Preparing change orders on a regular schedule

Minimum Qualifications

To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).

  • High school diploma or equivalent
  • AA degree in Business/Accounting with course work in purchasing, inventory management, government procurement or business retail management (Note: Experience performing the duties described above may substitute for the degree requirement on a year-for-year basis.)
  • Two years experience in purchasing or buying in either a public institution or a position which includes procurement of a wide variety of goods and services, and procurement contract preparation/negotiation; including knowledge of Oregon State purchasing statutes and other governing regulations.

Starting Salary Expectations The first two steps of the range are: $64,734 and $66,678 per year. Higher salary placement may be available based on qualifications, experience and internal equity.

Working Conditions and Physical Requirements

Work is performed in a standard office environment. Exposure to video display terminals occurs with varied frequency.  Learned physical skill is required to perform keyboarding and 10-key functions.
