Position Summary

This position is funded 50%-50% from two grants. Continuation of this position is dependent upon annual renewal of funding.

PCC Community Workforce Development is seeking a qualified candidate to support two grant-funded initiatives located at the PCC Opportunity Center at 42nd Avenue in Multnomah County. The Employment Specialist is responsible for providing varied services in support of the Steps to Success and NextGen Youth grants whose ultimate goal is to provide coaching, training and employment support to participants of various backgrounds and skill levels. Employment Specialists are typically assigned to an area of specialization which may include outreach, enrollment, training participants in workforce skills, career coaching, job development, job referral, placement and retention, preparing for vocational and/or other training opportunities.

• Demonstrated workforce development experience working with diverse participants including youth aged 16-24 and adult students providing wraparound coaching and support services

• Proven professional experience working within a trauma-informed lens of diversity, equity, and inclusion

• Demonstrated experience providing active case management services to an assigned or enrolled client load, monitoring progress, providing support services and liaising with other agencies and organizations

• Experience with successfully multi-tasking, time management and prioritization in a high-energy environment.

• Demonstrated ability to collaborate and work individually, in a team-oriented environment and with outside partners.

• Solid written and verbal communication skills.

• Highly proficient in computer software applications, data entry, cloud-based applications, and conducting meetings using video conferencing

Minimum Qualifications

To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).

  • Bachelor’s degree in Human Resource Management, Business Administration, Social Science, Communications, or related field. Experience performing the duties of this job may substitute for the degree requirement on a year-for-year basis.
  • Demonstrated experience working with college students, clients who have barriers in achieving self sufficiency, developmentally or physically disabled adults, or at-risk populations.
  • Demonstrated experience within area of specialization of position applied for.
  • Experience in case management in a social service or educational setting.
  • Fluency in a second language may be required depending on position.

Preferred Qualifications

• Demonstrated work experience related to the areas of diversity, equity, and inclusion; and/or social justice in grant funded programs.

• Experience working in data management systems maintaining case files with detailed case notes and data input in a timely manner.

• Demonstrated experience working with youth and adults to provide coaching and support with career pathways preparation and training that leads to career track employment

• Experience developing workshops and presentations with effective group and individual facilitation both online and in person.

• Experience developing professional relationships with employers, to ensure consistent contact for job leads including presentations, and promotion of employment services programs.

Position Grade 3
Starting Salary Expectations $56,139.00 (Step 1) to $60,139.00 (Step 3); based on qualifications, experience, and internal equity.

Working Conditions and Physical Requirements Work is typically performed in an office environment. Incumbents regularly drive to business sites which requires the use of a personal vehicle. Occasional evening and weekend hours is required.
Physical exertion is not a normal requirement of this job.

Special Conditions for this position:
This position has been identified as a Campus Security Authority (CSA) pursuant to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act). Campus Security Authorities must immediately report Clery Act crimes that occurred on Portland Community College’s Clery geography on the Crime Incident Report (CIRTrac™) located on the Department of Public Safety’s Clery Act compliance webpage. Following entry of a report on CIRTrac™ PCC’s Clery Specialist will (1) analyze the report for issuance of a timely warning or emergency notification; and (2) will determine if the report should be included in the annual statistical disclosures. The Clery Specialist shall annually assign CSAs online Clery Act training to ensure they are provided proper training to fulfill their reporting responsibilities required by the Clery Act and PCC’s Clery Act policy.
