Position Summary

Instructional Designer (Digital Learning Facilitator) This position is temporary to July 2025, but has the potential to be extended and may be considered for an ongoing assignment.

Join Portland Community College’s nationally recognized Online Learning program! We are looking for a dynamic instructional designer to join our online course development team to create high-quality online courses, promote quality instruction, and maintain our online course portfolio. In this role, you will work closely with faculty, multimedia and video producers, instructional technology specialists, and accessibility specialists to support the success of all our students. Typical Duties and Responsibilities

  • Analyzes course content and learning outcomes for alignment and reviewing for instructional gaps.
  • Designs, develops and/or converts courses, instructional materials, media, and other electronic instructional information consistent with adult learning theory and best practices for delivery in the modalities supported by Online Learning.
  • Evaluates and adapts existing course materials to meet quality and accessibility standards.
  • Provides guidance for curriculum and instructional program development, instructional technologies and implementation; evaluating results and making appropriate modifications.
  • Evaluates course design and development processes regarding best practices, instructional technologies, and stakeholder feedback, and implements changes as appropriate.
  • Provides professional development, faculty, and staff educational programs and presentations for signature events related to the assigned area of responsibility.
  • Stays current on online learning, online educational trends, changes, developments, and teaching strategies.Acts as lead for academic professional, classified, casual and student staff. Serves as liaison between faculty and technical support staff.
  • Develops and coordinates work plans and monitors workflows. Reviews and evaluates work products, methods, and procedures for course development projects.
  • Meets course development timelines and works closely with other development staff to support online courses.
  • Assists in the development of policies, practices, and standards that facilitate the effective use of online learning technologies (this may include the development of guidelines, standards, templates, handbooks, etc.).
  • Performs other related duties as assigned.

Candidate Profile

These qualifications, skills and abilities are critical for success in this position.
Throughout the screening process, you will be evaluated based on the demonstration of these qualifications.

  1. Demonstrated experience working with educators or other subject-matter experts designing and developing courses and materials for online delivery.
  2. Demonstrated experience working on multiple projects simultaneously, collaborating with diverse groups, meeting deadlines, communicating clearly and effectively, and adapting to change.
  3. Demonstrated application of instructional design models (e.g., ADDIE, SAM), learning theories, and culturally responsive practices to course design and development.
  4. Demonstrated experience working both independently and as a contributing member of a team.
  5. Ability to evaluate and create digital course materials for WCAG 2.1 compliance.
  6. Experience using quality measures to develop, review, and/or improve course design and materials.
  7. Demonstrated ability to create high-quality learning materials and course designs that reflect the above criteria (i.e., portfolio/work examples). 

Minimum Qualifications
To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).

  • Master’s Degree in Education, Instructional Technology, Instructional Design, Multimedia Design, Computer Science, or a related field required. Two (2) years of full time professional experience working in instructional design, creating and delivering faculty and staff development programs, or teaching digital instructional design best practices. Experience teaching online, hybrid, and remote courses in secondary and/or higher education may substitute for some or all of the experience requirements.
  • OR Master’s Degree in any field OR Bachelor’s Degree in Education, Instructional Technology, Instructional Design, Multimedia Design, Computer Science, or a related field AND four (4) years of full time professional experience working in instructional design, creating and delivering faculty and staff development programs, or teaching digital instructional design best practices. Experience teaching online, hybrid, and remote courses in secondary and/or higher education may substitute for some or all of the experience requirements.
  • OR Bachelor’s Degree in any field AND six (6) years of full time professional experience working in instructional design, creating and delivering faculty and staff development programs, or teaching digital instructional design best practices. Experience teaching online, hybrid, and remote courses in secondary and/or higher education may substitute for some or all of the experience requirements.
  • OR eight (8) years of full time professional experience working in instructional design, creating and delivering faculty and staff development programs, or teaching digital instructional design best practices. Experience teaching online, hybrid, and remote courses in secondary and/or higher education may substitute for some or all of the experience requirements.

Preferred Qualifications

  • Experience designing courses with D2L Brightspace
  • Experience using Voicethread, Annoto, Kahoot!, Hypothes.is, H5P, or other PCC Supported Instructional Tools
  • Experience with project management tools (e.g Monday.com)
  • Fundamental knowledge of HTML
  • Experience developing & teaching online academic or professional development courses 
  • Experience with the backward design model for instructional design

Position Grade 5
Starting Salary Expectations The first two steps of the range are: $63,675.00 to $65,902.00 Annually. Higher salary placement may be available based on qualifications, experience and internal equity.
Position Grade Salary Range $63675 to $110409 Annual Salary

Working Conditions and Physical Requirements Work environment includes frequent disruptions and changes in priorities. Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. Working hours may vary and some evening or weekend work is required.
No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily.
