Position Summary

Portland Community College’s Public Services, Education & Social Sciences team is seeking a proactive and detail-oriented Program Specialist to support grant management and coordinate with internal and external stakeholders. In this role, you will conduct research and analysis, compile and present accurate information in reports, and ensure timely dissemination to relevant parties to facilitate informed decision-making. You will assist in defining program goals and objectives, and develop and implement procedures to ensure smooth and efficient program operations.

Additionally, you will coordinate with internal college resources, support services, and external agencies while maintaining strong relationships with stakeholders. You will be involved in budgeting and grant administration, ensuring accurate tracking, reporting of funds, and compliance with federal, state, and grant requirements. You will also manage subcontractor relationships, oversee contracts, and monitor performance to ensure all contractual obligations and compliance requirements are met.

  • Coordination and Relationship Management: Coordinates seamlessly with internal college resources, support services, and external agencies. Maintains strong, productive relationships with program customers and recipients, ensuring consistent engagement and satisfaction.
  • Budgeting and Grant Management: Actively participates in fiscal activities, including budgeting and grant administration. Ensures accurate tracking and reporting of funds, maintains compliance with federal, state, and grant requirements, and secures necessary resources to sustain program initiatives.
  • Subcontractor and Compliance Management: Manages relationships with subcontractors, preparing and overseeing contracts, subcontracts, and service agreements. Monitors subcontractor performance, ensuring all contract

Minimum Qualifications

To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).

  • Associate’s degree or equivalent units
  • Two years of responsible experience related to the program area of assignment (grant management, coordination with internal and external stakeholder, research, analysis and presentation skills...)
  • Experience may substitute for the education requirement on a year-for-year basis.

 
Position Grade 20
Starting Salary Expectations The first two steps of the range are: $58,180 to $59,923 per year. Higher salary placement may be available based on qualifications, experience and internal equity.

Paid Leave:

Working Conditions and Physical Requirements

Work is typically performed in a standard office environment and exposure to video display terminals occurs on a regular basis. Duties typically involve managing multiple priorities, handling interruptions, deadlines and other work pressures. Some positions may require local and long distance travel and the use of a personal vehicle.

Learned physical skill is required for keyboarding and ten-key functions. Occasional lifting, guiding and/or carrying of light weight materials and equipment.
